The "fanbase"(Serebii/Bulbagarden, any Pokemon fan site has about zero impact on the ratings) is nearly irrelevant to ratings, because for one the real fanbase is primarily made up people a fraction of the ages of most members on this forum. It simply fell under regular BW2 promotion and got the same ratings as the episodes around it. The popularity of characters impacting ratings is garbage completely as well, Dawn's return got no more special a rating than a regular episode because it wasn't heavily advertised and hyped up heavily.

The ratings just dip in and dip out intermittently, that's why fans who claim they know how to read ratings and use this as an indicator for the success of in-episode features like story and plot-lines are know-it-all no nothings who obviously just do number comparison and draw their own conclusions. But the quality of episodes has about zero to do with the ratings of said episodes, many filler episodes have proven to get much stronger ratings than episodes that are plot driven like crime syndicate episodes(Galactics) for example. Ratings on this show are sporadic in the sense they only really change during certain events, there's a spike in ratings for a double episode airing like Roxie's Gym Battle because it's two episodes of Pokemo in one week and they're usually given a significant amount of advertisement. The is a steady decline in ratings for this show overtime and it has about 0 to do with the actual content/quality of an episode. But I guess it's wall-o'-textin' time to explain how wrong the misconceptions about ratings and what they say about the popularity/success of the Pokemon Anime are.
